Removed the 3.1 warning. 3.1 includes many useful new features so it should be used now. This would resolve https://github.com/uclchem/UCLCHEM/issues/25.

As a note from the beyond, it would probably be sensible to move to a system where you have a specific release branch rather than noting when to use master and when to avoid it.

ie. a development branch which the uclchem team uses and a main branch that has the latest stable release.

I should have set that up ages ago really
