Software records with a Decommissioned status should be excluded from the software records index view. Those records should always be hidden in the app as if they've been deleted. Don't include them in the CSV export. Don't find them when searching.
Include a new index view in the sidebar called "View decommissioned" that provides an index view of just records with a decommissioned status.
