Adds Decommissioned as a status. #371

Fixes #341

I have to write test still.

Excludes Decommissioned software from All Software, Road Map, Maintenance List, Export List, and Search Results. Created Decommissioned list accessible by only Admins in Menu. Created Seed task to create a Decommission status. Admins can Re-commission software from the Decommission List.

@scherztc For now, let's leave the show and edit for decommissioned records the same as other records. That is, users should be able to VIEW a decommissioned record and EDIT all fields. Someone might want to see the details of a decommissioned record or make a change to a note, etc.

@scherztc This all looks good except /list_decommissioned should include a SHOW button as well. Users should be able to view a decommissioned record.
