Upgrades to ruby 3.3.3, rail 6.1.7.8, and bundle update #372

Fixes #367

We will probably have to update the version of ruby on the server before deploying.

Did this include a bundle update as well? It doesn't have to, but mention it in the PR or commit if you did so we can keep track. If you didn't do a bundle update, make an issue to do that right before next deploy.
