install sidekiq in scholar 3 #1039

Descriptive summary

We need a queueing engine as per https://github.com/projecthydra/sufia/wiki/Background-Workers-(Resque-in-Sufia-7)

Expected behavior

Installed and usable on development and production

Edit: Changing the issue from installing sidekiq to installing resque, at the moment there is an issue with sidekiq and the time has passed to move onto something else
