Lease option available when editing file set permissions #1912

Descriptive summary

When editing the viability permissions of a file set the lease option still shows as available.

Expected behavior

Users should not see the lease option when editing file set permissions

Actual behavior

Steps to reproduce the behavior

  1. Create a work with an attached file
  2. Edit the permissions on the attached file
