Clicking the Download button for a file sometime results in the file being downloaded (prompt to save) and sometimes results in the file being displayed in the viewer. Large PDFs have difficulty displaying in a viewer before they are fully downloaded. This can lead to the user being confused about why they are seeing blank pages in the PDF viewer.
The download button should always prompt to save. This is now the default in Hyrax 2.x. We should implement the same change for Scholar now.
