Disable citation features on work show pages #1956

Since the order of authors cannot be preserved, citations generated by Scholar may have the incorrect order of authors. Since order is very important, we are disabling these features until ordering is fixed.

The product owners have weighed in on this.

(There's also a second commit in this PR with a required update to the solr_wrapper gem)

Coverage remained the same at 95.572% when pulling 6bf4a5893e9644bff8a66c6bb93c2538c2c0a323 on disable-citations into d6c29ce812c9a9dc7dbe108e1e7f78fe27215a3b on release.
