Update UI #150

I moved the footer to a partial, and added css for that display. Relocated the login button to below footer. Changed some code (headers (h1 and h2, etc...)) for correct syntax. Handles #138

This is ready for review. There's one issue I have not figured out yet- when you receive an email about changing your password, there is a UC Logo broken image. Not sure where this is coming from!

fixed the missing image email in latest commit
