Reorder options in Repair Type select for In-House Repairs form #428

Is it possible to reorder the “treatment fields” in Time in-house repairs 
so that the most used are at the top --- this order would be:

get IDs for this list > create array in preferred order, add array to helper? > feed options in array order to select from helper
