516 - Add filter for spec, lib/tasks, lib/capistrano folders to spec_helper #517

Fixes #516 Adds a filter for the SimpleCov setup so that files in the spec folder, lib/tasks, and lib/capistrano are ignored, and removes some duplications that could cause unexpected results.

Also adds /public/build/* to .gitignore.
