Notes

w/ Devise
users within uc can self register by logging in through shibboleth
local accounts might also be permitted to self-register - if there are no abilities connected to the default account, this should not be a problem
admin users should be able review accounts and assign permissions
the owner of an admin set should be able to assign permissions in connection to that set
