Add fcrepo_wrapper and solr_wrapper config dotfiles #81

Describe the bug rails hydra:server results on solr and fcrepo starting on random ports. They should be starting on pre-defined ports 8983/4.

Additional context Add .solr_wrapper and .fcrepo_wrapper files to resolve.
