Addresses ONT-469 and matches the proposed example in CASE Examples!67

Provides objects, facets, and properties to allow representation of cell sites and related metadata.

@eoghanscasey , FYI - the Solution Approval vote passed on Aug 9. This just needs to be run through the last PR testing before a 2-key merge can happen. No further committee input is expected.
