This pull request needs further testing and improvement (mostly involved find-and-replace of CASE/case):

The CASE-Utilities-Python repository's Makefile did work but this one does not yet.
The Turtle files and their subdirectory paths within UCO need placement uco_utils/ontology/.
Additionally, documentation where CASE or UCO is found need review as some may have addressed CASE's 'child' relationship to UCO.

@vikhari - what we had discussed in the workshop last week was just pre-commit. UCO does not a suite of Python resources, nor a pre-compiled ontology build. Expected effect was adding pre-commit and then seeing changes to Python files pre-commit would induce. New files were not expected aside from .pre-commit-config.yaml.

@vikhari Please re-file a smaller pull request. Those resources you copied should not be in the Git history of UCO.
