Refactor: rename local html module #69

Rename our local html -> htmlgen to avoid conflicting with a Py3 builtin.

Thanks, for the record this module rename is in line with discussions off-list and an issue encountered in docker-migrid with recent migrid revisions where we started relying on html.escape().

Manually merged through svn only modifying the htmlgen module header comment to fit the new name.
