This commit was just mostly updating a couple of things in the README documents (changing moos-ivp-hpl to moos-ivp-ucsb, adding cmoran contact info, etc.) and adding a description to the missions directory. It was also just helpful to do a refresher on creating a branch from the repo and making a pull request before merging to master.
