Docs! #32

This is the existing documentation from Google Drive, but converted to Markdown and split into files per user type. I figured it would be nicer to have everything in the repo than off in the cloud somewhere.

@xavierholt ... thanks for this! A very helpful contribution.

@bboe There are few things in this pull request that are out of date---for example, the idea that folks should email you (vs.emailing me) for setting up submit.cs accounts.

There is also the notion that some of this is specific to the "UCSB CS Department" installation of submit.cs, as opposed to documentation that goes along with submit as a "piece of open source software" in the abstract.

However, I think as a "step forward" moving this into the repo, and perhaps then using Github Pages to publish it on the web at ucsb-cs.github.io/submit is a reasonable step forward. I can have the students in my CMPTGCS 140 W18 course do further pull requests to factor out the parts that are "UCSB CS specific" vs. general features of "submit" as a piece of software, as well as updating parts that need updating.

So my plan is to merge in this pull request. Are you ok with that?

Please treat this like your project. So long as the revision history remains intact I am happy :). And yes, I would appreciate not being emailed when new accounts need to be created.
