homepage polls updated #66

your previous votes will be "checkmarked" and you will no longer be able to vote (if you have voted before)
loading animation while fetch requests being done
default page (at "/") now set to a public page.
homepagepolls now located at "/home".

Agree on combing our codes later. One thing for me: in /public page->click"home"->go to the /home page-> loading animation forever(PROBLEM here)->refresh->all fine
