Andrew rider dashboard placeholder #37

Created a link on Nav bar called Rider, and has a dropdown for RiderDashboard. When it clicks on RiderDashBoard it loads the placeholder page which works. closes #23

Looks good to me. All tests pass and placeholder is visible.
