Finishes the change to using a DTO. Can easily be expanded. Has a page where admins and drivers can post messages and see them. Page updates in real-time (1sec delay, no full page refresh)
P.S. Sorry for not breaking this down into smaller PRs but frankly this change was very sudden and old PRs were not merged before, so one big change it is.
