Overview

This pull request helps establish foundations for the repo. The readme file has been updated with the correct deployment links, and some Heroku sections have been removed due to relevance. A PR template has also been added as a quality-of-life update to this repo. No points are expected to be granted by this PR, as only documentation is affected. Rather, please merge this PR ASAP so future PRs may have the template.

No tests ran due to the documentation update nature of this PR.
