On the Office Hours form, when creating a new office hour, use the TutorAssignmentSelector. #285

When editing office hours, the tutor name can be changed. Editing should just display the tutor name and NOT have it editable.

[x] Create TutorAssignmentDisplay, which displays the tutor when editing an existing office hours.
