Room Slot CSV upload frontend #293

User Story

As an instructor I can see upload button of CSV of room slot entries in the room slot page.

Acceptance Criteria

[ ] There should be a file upload button on the Room Slots page that takes a CSV file of tutor information
[ ] This feature is visible on the page only to instructors and admins

Implementation Tools

Front end:

[ ] On the Room Slots page, add a file chooser component (you might consider this one: https://www.npmjs.com/package/react-csv-importer) where a user can drag and drop their CSV file
[ ] Validation errors are displayed on the screen if the file is invalid
[ ] A success message is displayed if the file is successfully processed at all tutors have been added to the database

Testing:

[ ] There is a frontend test checking that the CSV file upload is visible on the Room Slots page if the user is logged in as an admin
[ ] There is a frontend test checking that the CSV file upload is not visible on the Room Slots page if the user is not an admin or instructor
