Issue F2: Add button to suspend / restore users to Admin/Users table

Add a confirmation modal to the button that suspends or restores a user.

User Story

• As an admin
• I can suspend a user from logging in (if they have misbehaved)
• So that I can keep the game safe and fun for everyone else.

Acceptance Criteria:

• [x] Clicking on the "Suspend" button opens a modal asking if you're sure you want to suspend this user
• [x] Clicking on the "Restore" button opens a modal asking if you're sure you want to restore this user
• [x] Both modals have a cancel button that closes the modal and doesn nothing on the backend
• [x] Both modals can also be exited out of using the escape button (on the keyboard)
• [x] Both modals have their respective confirmation button that does what the "Suspend" and "Restore" button did in F1, once clicked the modal closes
