The hints for states and capitals should be different. If I'm trying to remember where Baton Rouge is, being told that Baton Rouge starts with a B is not helpful.
Basic (50 XP): State hints should give the region and the capital's initial (or even full name - it's not that useful). Capital hints should give the region and the state's initial.
Advanced (100 XP): Make the hints progressive. A few wrong guesses? Show the region. A few more more wrong guesses? Add the initial. A few more? Add the full name. You may or may not want to remove the "click to show hints" behavior.
