Lab09: Final edits in README and 500 points of Issues in F17_lab09 #57

In README.md we create a F17 final remarks section that contains what we have done to this legecy code and our short note to the next generation CS56 students. In F17_lab09.md we added 4 new issues that worth 500 points for next generation CS56 students to work on.
