pc - whitelist the admin page for now so it doesn't require login

In this PR, we whitelist the admin page so that it doesn't require login.

At some point in the future, we might refactor this so that:

• The admin menu is truly a menu for admins only
• The search archived courses is somewhere else in the app that makes more sense.
