Cgp-Deployment Doesn't work with Azul in dev mode #37

  1. The dev.yml assumes a dcc-dashboard-service directory that has been cloned off the boardwalk directory. Now that the code exists in azul repository, the dev.yml should point to azul/webservice directory.
  2. Readme instructions should specify what repo to clone.
