Update dev deployment to use new DOS Azul URL #41

Please redeploy cgp-deployment specifying the value of the DOS DSS service as: https://dos.commons.ucsc-cgp-dev.org/

This will enable Boardwalk and Export to FireCloud to use the latest version of the dos-azul-lambda deployed to Commons dev (in AWS platform-dev).
