The main intent of this PR was to set up a development instance of cgp-deployment. But in order to do that I also changed the mustache template in boardwalk/conf/boardwalk.config.template, which was missing the DOS_DSS_SERVICE environment variable.
A dev instance of cgp-deployment can be stood up if common is set up in prod-mode, and boardwalk is set up in dev-mode. That way the system uses real SSL certificates and, for instance, login and export to FireCloud works.
