Remove `dev` installation option from `cgp-deployment`, `feature/common` #82

The option to install cgp-deployment in dev mode currently creates “fake” Let's encrypt SSL certificates (see https://letsencrypt.org/docs/staging-environment/ for details) . The user of a Boardwalk dev instance is currently forced to log in with Google in order to view any data. Logging in with Google using fake Letsencrypt certificates may not be possible. One thought to simplify the deployment process would be to completely remove that dev option, or to install real AWS certificates as an alternative.
