GCP report can sometimes leave the delta-cost column empty #42

Looks like the column may error out and be left empty.

In the same date range, there seems to be some issues with the billing information on AWS (some numbers just don't add up). Specifically, looking at the Dockstore billing reports there are a few dollars off here and there.

Should double check the information query and the aggregation of costs.
