Waveform as a background image in groups or columns #145

The fancy waveform image that rolled out as part of the campus branding update in Fall 2021 should be available as an optional background image in columns or group blocks. Probably this would be done with a block style, and a pattern so a pre-configured version is available for users to drop onto their pages.
