HTML code element needs more distinct styling #173

The only difference between code elements and other text is the monospaced font. We should add some other visual distinction to the code element. This a low priority change.

Research code and pre tag design options and update those element styles in the theme.

The code element needs a light background color, unless it is inside of a pre element.
