  1. [ ] Enable the TOC+ plugin on the network for use as an "on this page" menu with a shortcode
  2. [ ] Add CSS styles from sample page to the theme to style the TOC when it is used on a page.
  3. [ ] Provide documentation to help users understand how to configure the plugin when they turn it on.
  4. [ ] Add the default recommended configuration to the template site so all new sites are configured properly at creation.
