Double tags in navigation region (using JAWS and NVDA) #264

Len Burns reported this issue. I'm marking it Critical and assigning to Rob for evaluation. @knice If you can't test this, or it's complex, just set it to Could Wait.

Here's his text: The history and admission pages make good use of ARIA landmarks. However, both Jaws and NVDA are picking up the navigation region as if there is a doubled tag. It reads thus: “navigation region navigation region ABOUT UNDERGRADUATE GRADUATE FACULTY COURSES NEWS & EVENTS navigation region end” This is repeated on a number of pages. At the moment I am exploring http://history-dev.ucsc.edu/courses/class-schedule-view.php This is not show stopping, and probably easily resolvable.

I know what this is... a mistake I made on DEV that will not be repeated when I deploy to PROD.

Check. Clearing Critical and closing.
