Banner image captions not appearing #318

Banner image captions are not appearing, i.e.: http://scicom-old.ucsc.edu/about/what-we-do.html screen shot 2014-09-02 at 3 11 30 pm

Fixed and published. There were only 3 conditions accounted for in the format, but 4 possible scenarios to deal with:

  1. Both alt text and caption present.
  2. Just alt text present.
  3. Just caption present.
  4. Neither alt text nor caption present.

The format didn't account for the first one, so it wasn't printing the caption.
