Billboard Headlines not formatting correctly #329

Chris Gaylord reported this issue (INC0205266). When you have a headline and teaser text, the formatting is not working as advertised. No headline formatting. This may be related to #323. See: emergency.ucsc.edu

Chris said: Was updating the http://emergency.ucsc.edu site using the new billboard image features on the main index page. The text box and text formatting is not appearing correctly as shown in the sample images on the WCMS website. The text boxes for a left or right format billboard image are much larger in height than shown (approximately 90% of image height). The headline font is the same size as the teaser text font in the left/right formats and is smaller in the top/bottom formats, and the headline text is appearing in white instead of blue or gold. Examples can be seen on the first three billboard images at http://emergency.ucsc.edu.

Looks like a problem with the logic in the format. I'll look into this.

This was an issue with class names in the billboard format versus class names in the stylesheet. I've uploaded and published a new stylesheet that fixes this.

Still looking into #323, which is an error in the format logic.
