Create https://xena.ucsc.edu/welcome-to-ucsc-xena page

@slackerfran @dave we had our previous tool called cancer browser (http://genome-cancer.ucsc.edu) , which was decommissioned and the genome-cancer address redirects to https://xena.ucsc.edu/welcome-to-ucsc-xena which was a ghost page. Because the xena.ucsc.edu now goes to the cloudFront set up. the redirect stopped working. Can you set up an equivalent page in the new set up. The ghost page content is still at https://xena.ghost.io/welcome-to-ucsc-xena .
