Can I use run docker on windows? #4

As I described in the title, can the project be run in docker on windows?

I have never tested it on Windows. I don’t think it will work because I use a Linux command to get the IP address of the constructed docker. If you’re interested, this is done in the constructor for PSMEnv.py
