Initiate dams5 pilot projects basing on Sufia with project name Horton as research and codes sharing, which will be served as reference for the product group meeting for decision making.

@ucsdlib/developers I've initiated the horton pilot project basing on Sufia 7.2.0 with the existing pilot codes for data modeling and local authorities ported successfully. Please check it out and test to make sure it works with your local environment. Thanks.
