Port and integrate new UCSD brand/theme into horton

Descriptive summary

Please port, integrate, and 'skin' the horton application with the latest theme and branding from campus.

This ticket DOES NOT include design. Porting of existing homepage, customization of default layout, elements, etc. It is expected that a design phase will occur later to address these issues.

Any confusion on the distinction or scope of this work, let's discuss here.

Rationale

We will soon have a test environment which folks will be reviewing from a UI/UX standpoint. It would be very helpful to have that starting point include the campus theme and branding.

Related work

may be a new theme/tech stack coming soon from campus (via Jenn Dandle). So we'll potentially line up this work with that release.
dependent on a test environment to properly demo to staff. though we can get by with screenshots if needed.
