Can't add CSS styles to drop down via text formats -- causes feature override #8

Either add an additional interface for this, or figure out a good way to "unfeaturize" the text format page without leaving it breakable (set vars directly and disable form stuff)...

plan:

make a webedit config page
make a field that is like the one where you specify css classes in WYSIWYG
use wysiwyg_ckeditor_settings_parse_styles to parse and add to settings array in our existing code
when we hit the hook
maybe add a message about altering settings or not

because of the normal expectation of using Features, this is closer to a feature request than a bug
