Add support for appending ?phi=true to URL for viewing as PHI.

For example,

https://wynton.ucsf.edu/hpc/get-started/access-cluster.html - whatever PHI/Non-PHI setting user has
https://wynton.ucsf.edu/hpc/get-started/access-cluster.html?phi=true - sets PHI view
https://wynton.ucsf.edu/hpc/get-started/access-cluster.html?phi=false - sets Non-PHI view
