[INTERNAL] promote users to verified status when their ticket makes sense. #128

This is an internal ticket.

Currently an administrator needs to promote users to verified status if their tickets make sense. Sometimes we forget that. In the future we should automatically promote such users whenever a reviewer of the ticket determines the input as relevant, such as by accepting a ticket into consideration.

This might be done with cron job running as a shell script.
