Hi Simon, you should be able to connect via https://ucum.org/svn/ - It will prompt for your UCUM username/password. Users have to be in the explicitly listed in the auth file with either read or read/write access. I have given you read/write access.

I would love for this to change for transparency's sake and to allow anyone to submit a pull request.

Separately, Trac users with appropriate permissions should be able to view the repository at https://ucum.org/trac/browser. (The option is listed as "Browse Source" in Trac's menu bar.) You should have this access as well.
