The intro to section 4.4 says:

Of course, Great Britain had the most impact in standardizing the customary system, because of its colonies, including its most important colony, America.

While I recognize that it may not be the intent, this could be interpreted as editorializing. A more neutral phrasing might be:

"Great Britain had the most impact in standardizing the customary system, because of its colonies, notably America".
