Hello,

you mention in your description that you are searching for the best way to establish UCUM as a broadly-used international standard. I am working on a project in which we plan to use UCUM and OGC standards, and I am also interested in broad UCUM adoption and standardization. I talked to Carl Reed of the OGC and asked what might be an appropriate path for UCUM in OGC or ISO. The OGC has a relationship with ISO; GML and WFS started out as OGC specifications and were eventually taken over by ISO. If you are interested in discussing further standardization Carl recommended that you get in contact with him (creed AT opengeospatial.org). Feel free to include me in any communications (braeckel AT ucar.edu) if I can be helpful.

The URI policy for 'def' URIs, which includes units-of-measure, is published as "OGC-NA Name type specification - definitions: Part 1 - basic name" and listed here: http://www.opengeospatial.org/ogc/policies/directives (direct link is http://portal.opengeospatial.org/files/?artifact_id=37802)

The referenced document describes a technical means to represent naming and definitions for UCUM units, but does not address the standardization and management aspects that is the core issue for this ticket.

If there is still interest from the UCUM group in OGC (and possible path to ISO) adoption of the standard in a non-technical sense, I believe this remains an open issue. I am certainly still interested in such.

Simon,

UCUM perfectly meets the concept of a Community Standard: it is widely used, maintained, and useful for other OGC standardization efforts. Given that UCUM is referenced by multiple OGC Standards, it would be good to pursue this approach.

The process is relatively simple. Someone from the UCUM oversight would need to agree to the submittal of a Work Item Justification (https://portal.ogc.org/files/?artifact_id=70532) and allow OGC to publish the final work on the OGC website as a Community Standard. There is an approval process for both the Work Item and then the Community Standard. UCUM would still own the work and be allowed to update as they need, ideally with a periodic re-benchmark with OGC as a new version of the Community Standard.

I would be happy to help work on the Justification if you could connect me with the key UCUM folks.
