How is UCUM similar/different from the ISO 80000 - Quantities and Units standard?

ISO 80000 and all standards the ISO TC12 does are metrology standards. UCUM is an information technology standard. We do not define the primitive units, we only enumerate them and "define" the concepts based on their algebraic relationships without trying to define the primitives. So, for example, we don't know really what a meter is. But once you find out how to measure a meter by looking it up in ISO 80000, then we say that a cm^2^ is one hundredth of a meter raised to the power of two.
